Anyone have any suggestions on which would be the best part of Arizona to spend the winter months, considering the weather, rental property cost, things to do for retirees.

That depends on your activities, though I'd suggest the following:
Phoenix - main city, lots to do, good winter weather
Tucson - large city, not quite as much to do, good winter weather
Bullhead City/Kingman - Close to Laughlin - good winter weather
Rental costs are relatively cheap in Arizona and it's great if you like the outdoors. It only lacks a beach though there are several lakes worth visiting, and it has the Grand Canyon! Then there's big city activities that are not hampered by freezing weather.
