Oregon because of it's lattitude relative the others....although the ocean does help keep it relative temperate.

Oregon its far from the equator.
Depends on where you live in Arizona. Flagstaff is at 8,000 ft and is probably colder, with more snow than any of those other states. Meanwhile 180 miles south in Phoenix it's over 90 already. I'm on the Mexican Border, we had snow last night.
