The prices quoted in the previous answer are for in-state tuition rates (at least for the state of Florida). To qualify for Florida resident tuition rates, you must have lived in the state of Florida for at least 12 months and have the documents necessary to prove it (driver's license, vehicle registration, and voter's registration). If you are under the age of 24, you must provide your parent's residency information to qualify.
The state universities in Florida will be some of the best values in the state. I'm partial, but I recommend Florida International University in Miami, which offers over 280+ degree programs and its location in a major metropolitan city offers lots of job opportunities.

Oregon has wet and cold winters. Northern New Mexico and northern Arizona have cold winters.
Northern California has wet and cool winters. Northern and central Texas have cold winters.
Southeastern Texas (Houston) is probably the best combination for warm climate and the opportunity for employment. Check out public universities in that area. However, they will all be more expensive than your state university unless you are a Texas resident. I cannot give more specific information as I do not know what is affordable for you or anything about your academic qualifications.
Orebon and Texas are good states wit hwarn weather and good public universities.
DO a google search on these state colleges and you will be fine..
