I don't actually know but i would hazard a guess at Oregon. It has mild(ish) winters and warm (not hot) summers. Summer is punishing in Arizona, and it can also get quite hot in Georgia and Tennessee. Winter can also be quite cold in parts of arizona but the summer temps will make up for it in annual temperature terms. Likewise with tennessee and georgia. I could be way off, im not even American!
I've lived in GA for my whole life until the past two months and I can tell you its NOT that cold in the winter.. The lowest we usually get is mid 20's, and thats the temp. at night time..Which state usually has the coldest year round weather and why: Tennessee, Oregon, Arizona, Georia?
Oregon.

Dave is right. Oregon is the correct answer.
Tennessee gets to being 18-15 degrees think the mountains and lakes for it but looking at the weather it is stile pretty warm.
