Well...the answer to your question is most likely no, but not because of your reason necessarily - vulpes vulpes (red foxes, amongst all other fox as well.) have been included in a recent ban for Arizona- it's nearly impossible to legally obtain a fox in AZ now. Sorry...
Although, if you tried really really hard, and talked to multiple people in charge of the laws, there's a very slight chance they could issue a permit for the domesticated fox - I doubt it though because their reason for banning had something to do with spreading diseases that was specific/pertaining to ALL foxes, so it wouldn't make a difference to them if it were domesticated or not; as they don't care if it's born in captivity or not/has all vaccinations for any disease it could be transmitting, so I doubt they'd allow any fox...sorry. :(
But to try to answer more what your question was asking; it's possible for them to live in the hot weather if they're able to keep their summer coats through-out the year, but I still think it'd be a bit uncomfortable for them, and they could be at risk of heat stroke/other heat problem (I forgot what it was called- but there's a chance my friend's fox was killed by it... it was a native red fox though, so that makes it even stranger (because if they live there they should be able to withstand the temperatures)), soo, I don't think it would be a good idea to have a siberian/russian domesticated fox in that environment. (Although it is possible - I know someone who had an arctic fox in Florida without any heat problems (although he tried hard to keep her cool)). ...But I'd personally only trust fennec foxes in that environment.
