Please do not comment as to weather or not it is a good idea, my father wants to ride on the back to see my skills when shifting and turning. Is it legal to carry a passenger on a motorcycle when you only have your motorcycle permit in the state of AZ?
Nope, with your permit you are not allowed to have passengers or ride at night. Daytime only, by yourself.

No

Instruction Permits

If you are at least 15 years and 6 months of age, you may be issued a motorcycle instruction permit.

With a permit you are prohibited from carrying passengers and operating a motorcycle on freeways or interstate highways or between sunset and sunrise, or at any time when there is not enough light to clearly see persons or vehicles at a distance of 500 feet.
