Is it illegal for an employer to deny water breaks to construction workers in the state of Arizona?

Is it illegal for an employer to not allow his/her employees water breaks when doing manual labor outdoors in 115 degree weather?Is it illegal for an employer to deny water breaks to construction workers in the state of Arizona?
It is not illegal unless it violates the osha requirement that workplaces be safe...if it is inherrently unhealthy not to have water breaks, then it's illegal.
It is NOT to deny water breaks, however it is not smart to let your workers get heat stroke.

It appears to be a violation of labor law in AZ. The employer is required to take steps against common workplace injury and the employee is required to do everything within the employers instruction to maintain safety. There is no federal or state law that requires an employer to provide any sort of break in Arizona. OSHA regulations require that an employer allow workers to use the bathroom and drink water when necessary, but what an employer deems "necessary" might be quite different from what an employee thinks is necessary. AZ follows federal law that states there are no breaks, While it may seem cruel and inhuman it is not illegal
